38-Story Live Local Tower Proposed on Ocean Drive
What's being proposed at the Savoy site on Ocean Drive in Miami Beach?
A New York developer, Allied Partners, is proposing a roughly 38-story, 480-foot tower on the Savoy and Arlington hotel sites on Ocean Drive in South Beach. The plan includes 90 condominiums, 60 workforce rental apartments, 76 hotel rooms, and a beach club, and it leans on Florida's Live Local Act for extra height and density. It is a proposal, not an approval, so the real question for owners and buyers is how much weight to give a project that is still years from anything you could buy.

If you own a condo in South Beach, or you're thinking about buying one, this headline probably made you stop scrolling. A tower on Ocean Drive is going to get attention. Before you react to it, it helps to separate what's actually on paper from what's still a question mark.
What the Ocean Drive proposal actually includes
As the South Florida Business Journal reported, the plan would replace two of Ocean Drive's 1930s- and 1940s-era hotels, the Savoy and the Arlington, with a single tower designed by Arquitectonica. Other coverage, including Traded, puts the site in the South of Fifth area and says part of the Savoy lobby and facade would be kept. The numbers that matter:
- Height: about 38 stories, or roughly 480 feet.
- Residences: 150 total — 90 condominiums and 60 workforce rental units, which is the 40 percent affordable set-aside the Live Local Act asks for.
- Hotel: 76 hotel rooms.
- Amenities: a beach club, retail, and pools.
- Status: proposed and under review. None of the coverage I found reports a hearing date or an approval.
Reports also point to a second state law in the mix, the Resiliency and Safe Structures Act, which limits how far a city can go in blocking demolition of certain coastal buildings. Whether the historic-preservation exemptions apply here is still being sorted out. Addresses vary between reports (the Business Journal lists 425 and 455 Ocean Drive; others cite 425), so I'm treating the block, not a single parcel, as the anchor.
What it means if you own or buy in South Beach
The headline number to keep in perspective is 90. Ninety new condos in a submarket this size is meaningful but not enormous, and none of them would reach the market for years. A 480-foot tower with this program has to clear approvals, financing, demolition, and construction before the first closing. Nothing in this proposal competes with a unit you list this winter.
Here's what does matter in the near term.
The Live Local Act is the real story. The law was expanded again this summer. According to Holland & Knight's summary of the 2026 changes, effective July 1, qualifying projects can build to the tallest height allowed for a commercial or residential building within a mile, and cities can't use stepbacks to cap that height. A 40 percent set-aside of affordable rental units for 30 years is the price of admission. If this project moves forward, it becomes the template for what a developer can attempt along Ocean Drive. I've watched the same pattern play out on the mainland — we covered a Live Local tower proposed in Allapattah earlier this summer — and the first approval tends to matter more than the first building.
South Beach inventory is already moving. Condo Black Book's Q2 2026 Miami Beach report shows South Beach condos priced at $2 million and up with a $4.05 million median, 51 closed sales, and months of inventory down from 18 to 8 year over year. The report says no new luxury condo deliveries are scheduled in those Beach markets for the rest of 2026, with several projects slated for 2027. A project like this one sits behind those in the queue, which is why it affects your 2027–2029 planning more than your 2026 pricing.
The county picture is different. Across Miami-Dade, July 2026 data from MIAMI REALTORS shows condos at about 12 months of supply with a $400,000 median, down 1.48 percent year over year, while single-family homes sit near 4.8 months. Condo buyers countywide still have leverage. A single oceanfront tower doesn't change that, and I'd be careful about assuming Beach-specific scarcity translates into mainland condo pricing.
New and older buildings carry costs differently. A new tower has no deferred maintenance and a long runway before its first milestone inspection. An older building nearby may face structural integrity reserve study funding or a special assessment. If you own in an older Ocean Drive-area building, the useful comparison isn't tower versus tower — it's your building's reserve position versus what a buyer can get new. We walk through that math in our guide on whether to sell a condo before a special assessment.
Timing is genuinely uncertain. A demolition of historic hotels draws scrutiny, and the legal questions around preservation and the Resiliency and Safe Structures Act are open. Appeals, litigation, or redesign are all plausible. I wouldn't plan around a delivery date, and I wouldn't dismiss the proposal either — administrative review under the Live Local Act is generally faster than a public-hearing process, so the calendar can compress quickly if it clears.
What to do about it
If you own near Ocean Drive, don't make a sell-or-hold decision on this headline alone. Pull your own building's numbers first: reserve funding status, any pending assessment, and your carrying costs. Then watch for three milestones — an administrative application filed with the city, any legal challenge, and any appeal. Those are the points where the project becomes real.
If you're buying in South Beach, this is a reason to ask about the building, not to rush. A buyer weighing a resale unit against a future new tower should compare monthly costs, association financials, and rental rules today, using the units available now. A proposal this early can't be priced into an offer.
If you're an investor, the Live Local framework is the thing to track. The 40 percent set-aside, the height rules, and the administrative approval path will decide which Miami Beach sites pencil out, and that affects the pace of new condo supply across the Beach for the next several years.
Frequently Asked Questions
Has the Ocean Drive tower been approved?
No. The project is described as proposed and under review. The coverage I found doesn't report a hearing date, an approval, or a vote, so any timeline for demolition or construction is speculation at this stage.
What is the Live Local Act, and why does it matter here?
The Live Local Act is a Florida law that gives qualifying housing projects extra height and density and, in many cases, an administrative approval route. In its current form it requires at least 40 percent of residential units to be affordable rentals for 30 years. This proposal's 60 workforce rentals out of 150 residences fits that formula.
Will 90 new condos change South Beach condo prices?
There's no reliable way to say, and anyone who gives you a percentage is guessing. Supply of this size usually matters over multiple years and depends on when units actually deliver. What you can do is track months of supply for the building types you care about.
Can the Savoy and Arlington hotels actually be demolished?
That's one of the open questions. Reports say the Resiliency and Safe Structures Act limits a city's ability to block demolition of certain coastal buildings, but whether its preservation exemptions apply here is still being reviewed. Expect that issue to shape the timeline.
If you own near this site or you're looking at South Beach condos, what this means for you depends on your building, your timeline, and your numbers. I'm happy to walk through it — you can grab a time here.
